Would it not be more elegant to have an option whereby Kannel could be
configured to match the allowed throughput the operator has set?
Say, an operator has set the limit to 10 messages a second - set a config
option in kannel for 9 messages a second - therefore it would be unlikely
that the throttle would occur.
