-1 from to make store-file mandatory. What if Kannel is used as gw/ppg
for mmsc ? Then mmsc would do reliable storage, and Kannel, to avoid
duplication, should not do it.

Another case are tests: when a new user is just testing Kannel, he would
not need a store file.
