Well we have a statusbox that connects as any other "box" and monitors Kannel.
Our router/queue knows the status of all messages (including which are in 
bbox) and which ones dont have SMSC_SUCCESS
So its a simple matter of when the Queue detects either Kannel restarting 
or a connection, it resubmts the relevant messages.
