forgot another things implemented:

wapbox now accepts configuration reloading through SIGHUP, but only to
"safe" parameters:
http-proxy-*, log-level, smart-errors, concatenation and max-messages 
(what are these?), old map-url and new url-map/user-map groups

I'll do the same to bearerbox and smsbox later
