OTA Configuring sms to a siemens

Hello list.
I´m trying to send OTA configuring sms to a siemens mobile...
a valid sms is this:

Could anyone explain me how to translate this hexadecimal characters into  a 
human readable text like the folowing...?

//PP Ap;B2.0;OSPL;P1234;C0;Do2 WAP
 
GPRS;EC40023f1c3b67234;F0;Ggsmgprs;Thttp://wap.o2online.de/;Zwap.viaginterkom.d
 e;L;M;

 And another question regarding the theme: when sending the message, do I  have 
 to send the hexadecimal format or can be sent in text format?
