We've had similar issues with the provider below and @ and UK pound signs.
Ended up doing some custom mapping to get around it. Best bet is to get a
good SMSC to test against (O2 (ex-BTCellnet) is my defact SMPP test bed for
right vs. wrong) and than hassle your provider to fix any issues their end.
