This is correct implementation. This is not broken.

The destination address of a submit_sm (the handset) will be the source
address for the deliver_sm delivery report, so it looks like the handset
send the delivery report.

I've checked this against several of our deliverers using real SMPP SMSC's
(as opposed to application gateways).
