Pretty simple: MMS uses a WAP profile usually. WAP uses a IP based transport in most cases (GPRS, CSD). In the case of dialup IP (CSD), the PPP protocol is used to negotiate settings like your IP address and remote IP address etc. In a normal case, the IP address is negotiated and given out by the PPP server (the dial-in router). So your phone normally gets a dynamic IP. For some reason it might make sense to give you a static IP for testing and debugging for example or for special applications. Thats probably why those phones have this setting.
