You can be sure, I'm not mixing both! But if user requested DLR_FAIL and smsc 
has rejected this message then DLR_SMSC_FAIL will be generated (also when 
DLR_SMSC_FAIL flag was not set), because otherwise user will never get 
DLR_FAIL...
