Yury, unfortunatly you're not quite "clear" here in problem
description.

I'll assume you have the following setup

  NAS <-> Kannel ACCT Proxy <-> remote RADIUS

and as I understand the authentication of the forwarded acct packets
from Kannel to the remote RADIUS is not working? Corret?

I guess you have to set the 'secret-radius' directive in the
'radius-acct' section which is used to define the shared MD5 secret
that is used for Kannel and the remote RADIUS proxy to verify packet
authenticity.

If I got you wrong, please complain and describe in more detail.
