I believe this is incorrect, it would mean <sl href="https://"
href="wap.kicker.de"/>. The %0b%08 should be replaced with %09, if I'm not
mistaken. Also, the %1B%1Aapplication%2Fvnd.wap.slc%00 can be replaced by
%04%03%B0 which is much shorter.

The Nokia 6800 (except the US version) does not support SL, but only SI.

Obviously neither the initial "3D" nor the final & are part of the
message. For the rest I'm too lazy to try to decode it.
