Version is cvs-20031103. Maybe it is a bug, and this probably now belongs on the devel-list so I've cc'd it in. Could you email me your patch?

  i can remember i came across the same behaviour with a ppg setup. the
  bearerbox seemed to write messages to the store, if the smpp connection
  was not available, but did not send them, when the connection was
  successfully re-opened.
  i had to restart the bearerbox to get rid of the stuck messages.

  in fact, the bearerbox saves the sms messages into the store upon
  arrival, but rejects it later when checking for an available sms-c.
  the sms message is not added to the internal sms queue but remains in
  the store. thus, the sms router thread is not aware of any messages
  stored in the store file.

  my solution to this problem was patching the bearerbox to queue
  messages, even when the smpp connection is down. i don't know if this is
  the best solution, but at least it worked for my setup.
  i can send you the patch i applied, just drop me a note.

  i'm gonna check if the behaviour is still the same in current cvs and
  file a bug report if applicable.
