If what Thomas is saying is correct, and this bug is fixed in the latest CVS, I would assume it was also fixed in cvs-20031103 as I haven't seen any mails to the list in the last couple of weeks regarding this issue. So assuming that.. might there be an issue still that's causing messages to remain in the store even though the required SMPP connection is available?

  please don't consider sending patches to old versions (ie. 1.2.1) even
  if this is the "latest stable release".

  First of all check if the desired behaviour has been fixed in CVS head
  and if now, port your changes to current cvs and send patches marked
  with "[PATCH]" in the subject line.
