AFAIK you can only connect one controlling software entity to the
serial line. The OS itself handles the access rights for the serial
devices and I guess if the OS has provided access to the device for
Kannel you won't be able to connect with something other, ie. minicom.

Kannel has never ment to be a "voice calling" software. Kannel sends
AT commands (encapsulated in gw/smsc/smsc_at.c) for the purpose of
sending/receiving SMS.

Anything else is out of scope from Kannel. Even while you "may" use
the sources to be modified in a way that suites your needs.
