the value is not numeric. It will depend on the SMSC protocoll type.
For SMPP you can use iconv() characterset names as value to tell the
SMPP module to which(/and from which) characterset to transcode while
passing to the SMSC. For EMI/UCP it has(?!) been a numeric value
AFAIR.
