in terms of modifications, we have the following guide of rules:

  * user provides a 'diff -u' formated patch of their changes against
current cvs head tree
  * user submits the patch with a "[PATCH]" prefix in the subject line
to [email protected], *including* as much explanation what the patch is
for, what it does and how it does for the thing it is intended. The
more you provide information, the easier and faster patches can be
applied by developer's with CVS write access
  * developers will review your patch and
     a) if it is a feature add or behaviour change vote if it should
be included and commited
     b) if it is a bug fix apply without further voting
  * in any case, applied patches should be "marked" in the mailing
list thread by sending a simple and short "applied to cvs" (or
equivalent), so that we can see (while reviewing the mail threads)
which patches have been applied already without having to check
ViewCVS parallely.

Users become developers by providing an (non defined) set of patches
to proof their reliability and "quality" in changing the cvs code.
After a vote among the developers a user can get cvs write access to
the source repository.

Actually it's the "proof yourself, before you are allowed to do"
concept ;)
