Just an FYI for the OMA OTA spec -

Microsoft supports only USERPIN, NETWPIN, and USERNETWPIN not USERPINMAC, Panasonic ignores the security spec completely.

Several phones implement the USERPIN only. Your problem may be that the device doesn't support NETWPIN.
