SMS Gateway Clarifications

Dear Sir,

To implement this SMS Gateway for GSM Networks , should we pay special charges to the
Service provider and whether the Kannel Gateway has to be implemented in the side of 
Service provider or in our own inhouse setup. Please clarify the above doubts to enable
us to proceed further.
