SMPP Server for client side

This issue was discussed previously on this mailing list. As far as I
noticed implementations exist but are still private.

Like others, I'm also thinking to build a SMPP Server for Kannel.

A simple solution should take existing code and add extensions. 
On one hand it should be something like a smsbox, but the SMPP
implementation is closer to the bearerbox.
Can anyone give me some hints where to start.
