$ rpm --redhatprovides /usr/lib/libz.so
zlib-devel-1.1.4-8

Therefore install some appropriate zlib-devel package of RedHat AS.

Submit it to RedHat Bugzilla. I expect libxml2 inserted that -lz there (look at
/usr/lib/libxml2.la). In such case libxml2-devel should "Requires" zlib-devel.
