hmm, if smsc_smpp did reconnect to smsc then it's a bug... if not then no
bug there... please check in kannel log file whether smpp module did
reconnect?!

I don't see here a kannel fault... when enquire_link PDU's are sent and
responses for those received than it's a SMSC fault. All MO messages are
SMSC-initiated.
