kannel spliting mesgs

this mesg spliting logic works only for long text; but if you  want to split
a ring tone etc ?

Well for one thing the udh supplied with sendsms should not be ignored, they
are not all 03.... ok for text split currently;

I am not sure if the byte position in the UDH for msg sequence and total
segments are the same for different udh types,
if  they are it could smartly correct the udh for each split;  in any case a
configuable option should be available for this;
