Kannel _only_ supports the Nokias/Ericsson OTA config WBXML format, 
_not_ the OMA Porvisioning Content WBXML format.

yes, there was a patch for the OMA OTA config support. As it seems it 
never hade it to cvs. I will review... stay tuned.
