Kannel goes into a loop when message is not accepted by SMSC

Hi, I am using a SMPP connection to my SMSC. I have noticed that kannel goes into a loop when a submit_sm message is returned error code 0x14 (Message Queue Full). When kannel encounters this error, it keeps on trying to re-submit the sms to the smsc. Is there any way to specify a retry timeout? This behaviour is causing huge log files and causing kannel to crash frequently.
