The problem is not with the receive window. What happens is that for some 
target numbers, the smsc queue is filled up. And when this happens, the smsc 
returns a error code 0x14. With kannel, when it sees this error code, the 
message goes into an immediate retry. I think i will modify kannel to drop 
these messages.

My smsc provider tells me that to change the queue, they would have to make 
a global change and that is not acceptable for them. This smsc is the 
primary smsc of the telco.
