charset used to encode replies

Hello!

As there any way to tell kannel how to encode replies from exec script? AFAIK 
kannel assumes that reply was in iso8859-1 charset. But what do I need to do 
if I want to send replies in Russian (koi8r), for example? I've made some 
additions and sent patch here, but it was silently ingnored. May be I've 
missed something and there _is_ some standard way?
