I saw a thousand of phones in my dumps and I've clearly seen those behavior: if there's known binary representation of content-type then whole accept thing is encoded like 0x80 (binary). If there's no such mapping then it is encoded like 0x80 (null-terminated string). I see no point in putting textual Accept: in request, and because ALL phones doing as I said earlier, I think this is correct behavior.
