black-list and exception list

I know there is a black-list configuration available, but it requires changin the config and restart and it is an expression,
I have code that uses a file - sorted list of MSIDN,one per line.  bsearch is used to find a msidn, the list can be as big  as you like!!
For MT, any msidn of destination in list is not sent.

Also an exception to above, if any From address in the exception list, then override the black-listed To addr - useful when your
sending to a MT, which will bear no cost to the MT so you want to bypass the blacklist.

For both lists there is a http command to refresh the lists - no need to restart kannel.

I would like to know if there is any chance this idea would go in as a patch to kannel ?
