MSISDN is not enough. The customer may transfer sim to another phone.
This may be reason why ccq is not implemented. This is OPTIONAL, meaning
that PPG can implement if it fing it useful.

IMHO, better way would be to implement a general fallback service. You
can ask sms level delivery report from Kannel PPG. This tells did the  
phone
get the message.
