how to configure oracle as a external dlr for the kannel

hai,
i installed kannel.but the oracle dlr storage is disabled.As per
installetion instrutions i tried to get oracle libs and header files from
the net. Is it possible to get libs and header files from the net?.or else
can i use windows compatable libs and header files for the kannel.

pls tell me the solution
