I remember this being mentioned before on the users list -- search the mail archives for both devel and users for password too long or 9 characters or something like that.. I believe that the fix was change it to 8 characters and tell your provider they suck. I can't recall if the SMPP implementation was wrong in kannel (9 characters was implemented as 8 + null) or if the SMPP spec specifies 9 characters, but fails to mention clearly that the 9th is a null or that the null termination is counted as part of the 9.
