rfc for throttling statistics

Hi developers

thinking of a means of getting statistics on throttling %, or msg/sec or whatever....
is very hard to gauge why the outgoing slows to a crawl sometimes,and the connection queue gets huge!! and looking at the bearerlog finds quite a few 0x58 throotle control errors,
but its hard to get a grasp on how bad it is.....so it would be good to get some stat on whether the connection is (simply) slow or is being deliberatly throttled

before I get stuck into it, i'm just asking for any comment or suggestions Please........
