So how does this fit into the policy of strictly following SMPP specs?

commited to cvs in a variation. We'd go rather adding the "new" one then
replacing, since Alex remembers that mblox uses this state string for the
buffering state.

So, as this is not a real issue from the SMPP spec itself, we need to relax
on
the possible typing.
