Hi, ALL.

I don't find the _subject_ function in v1.4.0
But many Mobile Operators use the _subject_ for translate 160
characters SMS to the mobile phones.
I have realized this function, test it and wide use it now.
I have modify the source code of the some gwlib and gw/smsc files.

If any body wonna implement this function for own use or in new kannel
version - you are welcome :)
I have implemented this function in my kannel 1.4.0 not a good, but
it's worked.
