My operator sends me  0x1400 & 0x1401 which each deliver_sm which  
currently litter my log files with ERROR lines. Potentially the info  
is interesting if it came across to smsbox and got delivered with the  
SMS, but as is I have not real use for it, and it does make spotting  
errors in the logs harder.

My vote goes for DEBUG level.
