yes, Kannel can receive SMS-MO messages via SMPP v3.x connections from the SMSC. 
  You should be aware that you need to be binded as receiver or transceiver.

Please see Kannel's CVS repository for the sqlox daemon that allows storage and 
retrieval from DBs.
