special symbols with 7-bit encoding

Please advice how to specify symbols like euro,yen,pound,dollar,@ and brackets {} and [] in post request to the kannel. 
I need to use 7-bit coding, so I specify coding=0, charset=windows-1252 and 
I tried to use windows-1252 codes of these symbols and gsm 03.38 codes. 
In both cases some garbage is coming to mobile, different in these 2 cases. 

My kannel has version 1.4.1 and is connected to provider through smpp. 
Strange that I can send capital greek letters with their gsm03.38 codes without any problem. 

So what is the difference between $ and greek letters?
