Resend Matter

Hi,
I see some directives in core group, which used to resend
(sms-resend-freq, sms-resend-retry). What I want to know is, does it
only resend messages which failed on sending due to network or
connection error. Or does it also doing resend whenever we have DLR !=
1? Because I have thousands queue messages, and they never been sent
with or without enabling the directive. How to do the resend then? TIA
