delivery report-getting smsc submit always

Hi

I have configured kannel in two different ways,on different PCs,One is with
mysql & another is using dlr-mask,dlr-url on Cgi-bin parameter of url.

In both cases when msg is pushed it's give delivery status "SMSC submit"
always & i stores them in database.
But when msg is actually delivered to the recipient's mobile this status
"SMSC submit" status is not updated to "Delivered" status.

Can you tell me where i am wrong...........
