[RFC]Foreign ID in MO

I found that Kannel now supports read message id from telco, which known
as foreign id in Kannel. Unfortunatelly AFAIK it just implemented in MT
and DLR. I think it will be great if it is implemented in MO as well. So
that the traffic analysis will be easier to do. And also to Alejandro
Guerrieri hopefully he applies this to SQLBox. TIA.
