gsm-7 encoding

Hello, according to 3GPP TS  23.038 the gsm-7 characters should be coded as
septets and padding bits should be used when the message has an UDH, but I
can't find this code on kannel. Could someone please point to me where this
packing and unpacking is done? It seems that they are sent as octets.
