It supports SMPP client use but not being a SMPP server.
In other words, kannel connects to SMPP SMSC's and can send and receive SMS but it does not pose a s a SMSC server. The user access API is HTTP. That's the purpose of kannel.

look at the kannel documentation. There's many examples there. segmentation and reassembly is done transparently (if configured for).

Kannel supports the reception of multiple SMS parts from more than one TCP socket if its considered the same SMSC (smsc-id is the same). This is also used to improve speed on sending when using in non windowed mode.
