Switch CVS to SVN

Hello together,

as we already discussed Kannel CVS repository will be switched to SVN. This will happens tommorow
21.03.2010 CET.

Steps as follow:
1) We will set CVS repository readonly today night
2) start converting all of repositories to SVN
3) allow public SVN read/write access
    SVN repository will be available at: https://svn.kannel.org/MODULENAME
4) after that CVS repository is available only in readonly mode
