OISD UDH fill bit

Hi

I have problem with UDH of concatenated sms messages when OISD protocol 
is used. SMSC support send me message that my UDH header should have one 
more bit (fill bit) to fill 7 x 7 bit = 49 bits to support older cell 
phones.

Could you give me a hint where to look at source code (or perhaps there 
is a property for this)?
