How does priority works in Kannel?

Hello Kannellers

I think there is a bug regarding the priority or I am not understanding how
it works, here is a scenario I've done:


(1) Submitted 7000 SMSs witht priority=1 and they all got queued
(2) While these messages are getting sent, I submitted a message with
priority = 0
(3) All the 7000 messages got sent and then kannel has sent my zer0-priority
message


isn't there any bug? I thought Kannel would send the message with higher
priority before sending the lower-priority messages, or is there something
hidden I don't understand? thanks
