The SMPP server might be sending different DLR payloads in such a
case. You should switch Kannel to higher log level and see the
DLR payloads of first, and second situation. Notice in particular
the optional "message_state" which Kannel uses if present in
favor of the actual message payload, else the "stat:" part of the
message payload. If you can't figure it out, send it here (but to
the list, not to me!).
