Development request (1 bug fix and 1 feature)

Hi guys!

I've just submitted a bug and a feature request into Kannel's Redmine.

*Bug #658: http-queue-delay directives not being properly honoured*

The first one was discussed in this list around 2009, but was never fixed.
The second one was also discussed I believe on the same thread, and Stipe
had something already developed that could work, but was never merged into
mainstream.

Are these things that can be looked at?
