Limit on Kannel

Hello,

I have multy modems installed in kannel but due to my telecom restriction
they allow limited SMS per hour how to i set SMS limit for example sms go
randomly from devices so i want to set limit each device so it will send
100 SMS per hour if more sms come it add it in queue and process as per
limit?
