It appears that it is.
However, see https://www.kannel.org/arch.shtml (which has several links which
do not work), which contains the disclaimer "most probably this document is
badly outdated and you will not find accurate information from here. You can
still use them to understand a bit better how this all works, but do not rely
them to be 100% accurate."
Note that the snapshot documentation files are built daily, but that is no
guide at all to whenever the content was last updated or compared against the
source code.
