My assumption here is that the SMSC side simply regulates your account (same username/system-id on the binds) to have a max ratio of 5 TPS. Are you getting corresponding throttling errors back from the SMSC side? and what is the service response time (SRT) value, so the time difference between submit_sm and corresponding submit_sm_resp PDUs?
